Helsinki
In 2009 The Finnish Ministry of Transport and Communications has commissioned a study on how the introduction of congestion charges in the Helsinki region could contribute to decrease congestion.
3 different models have been compared:
- Single cordon model - Crossing the cordon in either direction incurs a charge
- Multiple cordon model - Crossing the cordons in either direction incurs a charge
- Zone model - Every kilometre travelled within the zone incurs a charge
