In Norway, a Toll Ring has been introduced around several cities, including Oslo. In 1988, a decision was made about Oslopakke 1, with the goal of financing a number of road-network developments. At the same time, 20% of the income was to be used to improve public transport. Oslopakke 2 is geared towards investment in public transport.

A single crossing over the Oslo Toll Ring costs NOK 20. There are numerous systems for reductions (punch-card, monthly and yearly season ticket, etc.) The main objective is to finance infrastructure development. The effect on the total amount of traffic and the free flow of traffic has been very limited.

 


Oslopakke 1 & 2 include the idea that the Toll Ring shall be phased ouy in 2007. The municipalities of Oslo, and Akershus together with the national Road Directorate have subsequently started investigating the possibility of an Oslopakke 3. The objective is to ensure a safe, effective and environmentally friendly transport system in Oslo and Akershus not only by developing the road network and public transport but also by using congestion charging to regulate traffic directly.
